Reform management experts
For its Organisational Development, Human Resources and Training Unit, ADETEF works closely with the Ministries for the Economy and Budget (General Directorate for Administration and the Civil Service, Directorate of Human Resources and Ergonomics, French Institute for PPP, French Institute of Economic Development, and the General Secretariat).
The object is to support countries demanding assistance with administration modernisation and capacity-building. Technical assistance in the field of human resource development aims at effectively strengthening change and reform management:
- Staff skills development through training;
- Institution-building through audit, review of objectives and a change management plan;
- Drawing and implementation of short- and medium-term human resource development strategies, including training activities.
Broad outlines of technical cooperation
Training trainers
Training sessions are very usefull in administrative systems undergoing change or reform. Whether it is vocational or continuing training, it is the core of improving administrative performance with the staff involvement in change management. ADETEF offers partner administrations two offers tailored to the public sector.
The training of trainers module gives the trainees the knowledge, know-how and interpersonal skills needed to become a trainer.
Even if the need for a training package as a lever of change is well recognised, it still represents an investment in time and human resources. The quality of the results in terms of acquired skills and improved productivity may largely depend on the trainers’ commitment and professionalism.
Support for production of training tools is intended to provide trainers with the methods and techniques needed to pass on their knowledge in their fields of expertise.
Adetef targets a wide variety of trainees; following an assessment phase, the Unit will provide three- to five-day training sessions and offer a full range of adult teaching methods (theoretical presentations, case studies in workshops, formal feedback on proposed projects, role-playing, etc.).
Creating training institutes
ADETEF has experience in supporting the creation of training institutes for civil servants from ministries of economic affairs and finance in Serbia, Jordan, Lebanon, Uzbekistan and Palestine.
Since 2007 ADETEF, together with experts from the French Ministries for the Economy and Budget, has been assisting the Palestinian Ministry of Finance in setting up a training centre, the Institute of Public Finance.

Since 1996, ADETEF has been supporting the establishment and development of the Lebanese Ministry’s Institute of Finance, with French funding.
Since 2005, ADETEF has also been provinding support, with French funding, for the establishment and development of a training centre for the Jordanian Ministry of Finance.
ADETEF appoints a technical expert who assists the partner administration throughout the contract and tailors available expertise and know-how to the partner’s requirements as far as possible.
Lastly, Adetef is a member of the GIFT-MENA network (Governance Institutes Forum for Training in the Middle East and North Africa) of civil service schools and training institutes in the Mediterranean region. The network’s aim is to support institutional development in the region through exchange of good practice and cooperation between members.
Accompanying change
Adetef has provided assistance to the Moroccan Ministry of Finance with regard to technical specifications for its future training centre.
Each project includes an evaluation of knowledge and practices acquired, since both ADETEF and its partners share the objective of capitalising on, re-using and continuing them.
