Sustainable Development and Energy Policies
Since 2009, ADETEF has strengthened its contribution to energy and sustainable development policies by creating a new specific unit.
The French Ministry for Ecology, Sustainable Development, Transport and Housing has confirmed its intention to draw on the support offered by ADETEF to develop its technical assistance actions internationally. The Ministry is represented by the Director of European and International Affairs on the ADETEF board of director.
ADETEF’s Energy and Sustainable Development unit offers partner countries to benefit from French public expertise in the fields that fall under the Ministry of Sustainable Development.
It supports the work being done by the various directorates in the Ministry of Sustainable Development and by the General Directorate of Energy and Climate, which is jointly run with the Ministry of Economy.
ADETEF has further strengthened its links with the relevant public institutions and academics, thus establishing a network for the benefit of partner countries.
Priority is given to the following areas of cooperation:
- policies relating to energy and raw materials;
- policies related to climate change mitigation and adaptation;
- the development of national sustainable development strategies;
- environmental policies (air and water pollution control, prevention of natural risks and those associated with human activities).
Methods of intervention
Technical assistance projects in these areas can be financed as follows:
- European Union funds and international donors;
- French financing: budget, French Global Environment Fund (FGEF (French Global Environment Fund) ), French Development Agency - Agence française de Développement.
Actions of technical assistance
Support for the Mediterranean Solar Plan (MSP (Mediterranean Solar Plan) )
- Piloting of a project financed by the FGEF (French Global Environment Fund) to support the development of renewable energies, in particular by developing an economic model to assist decision-making on investment in renewable energies suitable for southern and eastern Mediterranean countries;
- ADETEF also contributes to a project financed by the French Directorate General of Treasury, the Ministry for Sustainable Development, the Caisse des Dépôts, the FGEF (French Global Environment Fund) and the ADEME (French Environment and Energy Management Agency) to develop the CDM (Clean Development Mechanism) - Clean Development Mechanism - as part of the MSP (Mediterranean Solar Plan) .
- Support for the Mauritian government in developing a national sustainable development strategy. This project received AFD financing.
- Managing twinnings on behalf of the Ministry of Sustainable Development, particularly in the areas of transport, equipment and energy efficiency:
- in Turkey, ADETEF manages a twinning on mining waste management run by the BRGM;
- in Tunisia, a twinning relating to land transportation;
- in Morocco and Moldova, twinnings relating to road safety;
- in Ukraine, a twinning on energy efficiency legislation.
- The 8th Franco-Vietnamese Forum, which was held on 17 and 18 November 2009, focused on energy and sustainable development.
This was an opportunity to show our Vietnamese partner the strength of a French offer involving the Ministries for the Economy, Finance and Budget, the Ministry for Sustainable Development, as well as private partners, all essential participants in the implementation of measures taken to promote sustainable development. The medium and long-term issues surrounding an energy policy that can combine rapid economic development with environmental protection and the reduction of greenhouse gas emissions were analysed in the light of studies and reports carried out by French and Vietnamese researchers.
From the Forum emerged proposals and strategies relating to public policy; these were then presented to the government representatives and other Vietnamese stakeholders.
