EUROsociAL Fiscalidad

 

Most of ADETEF's involvment and cooperation in Latin America consists in the participation in the regional programme EUROsociAL. The main objective of this programme is to contribute, through the exchange of experience, to improve the levels of social cohesion in Latin-American societies by integrating this preoccupation into the public policies which relate to education, health, justice, public finance, and employment.

Since 2005, ADETEF has been acting as deputy director of the Public Finance sector – EUROsociAL Fiscalidad – the management of which is ensured by a consortium of public institutions from Europe and Latin America. Within this sector, ADETEF is more specifically responsible for the activities concerning the strategies and policies of the public finance.

ADETEF's main lines of action within EUROsociAL Fiscalidad includes:

• Taxation (structure and effectiveness of the tax system)
• Legitimacy of the public spending in the field of social cohesion
• Public finance and territorial cohesion
• Policies related to the financing of education in collaboration with the EUROsociAL Educación sector, led by the CIEP, Centre International d'Etudes Pédagogiques (International Center for Pedagogical Studies).  

With a budget of 8 million Euros, EUROsociAL Fiscalidad is financed by 80% by  the European Union and by 20% by the participating European Member States. Initially planned for a duration of four years, the Public Finance sector has been extended until June 2010. The European Commission plans a second phase which could start by the end of 2010.
